Why Norway Continues to Lead in Sport
Forty-one medals. Eighteen gold. Once again, the world is asking what Norway has done differently at the Winter Olympics.
With a population of just over five million people, Norway consistently leads the Winter Olympic medal table and is now producing world-class athletes across summer sports as well. Their success is not built on early specialisation, intense ranking systems for children, or year-round elite squads.
Instead, it is grounded in something far simpler and far more powerful: the “Joy of Sport for All.”
The Norwegian Model: Sport for Children and Youth
At the heart of Norway’s approach is the Children’s Rights in Sport framework, led by the Norwegian Olympic and Paralympic Committee and Confederation of Sport.
This framework prioritises:
- Enjoyment
- Safety
- Belonging
- Mastery
In practice, this means:
- Limited travel for young athletes
- Capped participation costs
- No formal scorekeeping in the early years
- Strong encouragement to participate in multiple sports
Under Norway’s “Joy of Sport for All” philosophy, children under 12 focus on fun, skill development, and intrinsic motivation rather than rankings or results.
As athletes grow older, decisions about training and competition levels are introduced. Importantly, these decisions are driven by the young person, not adults.
A Participation Culture That Drives Performance
The results of this approach are striking:
- Youth participation rates above 90%
- Sustained international success across multiple sports
- A strong pipeline of athletes progressing through community-based pathways
A key organisation in this system is Olympiatoppen, Norway’s national centre for elite sports development. Their philosophy is clear: sport is first and foremost about developing people.
As they often express, the goal is not only to produce elite athletes, but to develop citizens who contribute positively to society.
Elite pathways certainly exist, but they are built on a broad foundation of community participation, volunteer coaching, and multi-sport experiences.

This philosophy aligns closely with our own vision at Melbourne Girls Grammar: Every Grammarian Active, Every Day.
When students participate in multiple sports, whether rowing, netball, tennis, athletics, swimming, or hockey, they are not only developing physical capability, but also building:
- Confidence
- Creativity
- Resilience
- A lifelong connection to movement
Importantly, they learn to value the experience of sport itself, not just outcomes on a scoreboard. This mindset is critical. Young people who enjoy sport are significantly more likely to remain active throughout their lives.
Participation and Performance at MGGS
We are already seeing this philosophy reflected in practice.
Over the past five years, sustained and consistently high participation across Artemis Programs has coincided with strong performance outcomes. Our students have achieved regular podium finishes in sports including rowing, swimming, cross country, Snowsports, and AFL, both within school competitions and at state and national levels.
This reinforces an important systems lesson: high performance is not created through early pressure or narrow pathways, but through broad, inclusive participation that allows talent to emerge over time.
